I've been looking at a couple of WM phones to test your issues, and you are right about the management options - you can't choose whether or not to sync the Deleted Items, because it is automatically set to sync with Exchange. However, from what I can tell, the sync is only one way - if you delete an item on your phone, it shows up in your Exchange Deleted Items folder, and is viewable there from your desktop Outlook client. But if you delete an item on the desktop, it does NOT go into the Deleted Items folder on your phone - it doesn't look like items show up there at all. This could be related to an Exchange Server settings, but I'm not really sure.
With the e-mail settings, if you want to sync more than one week's worth of messages, open your Outlook Inbox, and click Menu. Then click Tools > Options > Account Settings, and you'll be on the "Edit Server Settings" screen. Click Next twice, until you see the Options screen that allows you to choose the data you want to sync. Highlight E-mail, and then click Menu > Settings. You'll see a field that says "Download the past:", and you can choose "All", "2 weeks", "1 month" etc...
